Skagit County to Replace East Skagit Culverts

Skagit County Public Works will replace two culverts in east Skagit County during the summer 2026 construction season. Concrete Sauk Valley Road will close at milepost 13 from July 27 through October 23, 2026. South Skagit Highway will close at Stevens Creek from August 3 through October 26, 2026. The closures will allow removal of existing culverts and installation of new fish-passable structures. Local access for residents, emergency responders, mail delivery, school transportation, and other essential services will be maintained during the work. No through traffic will be permitted during the closures. The Stevens Creek culvert project, contracted to Earthwork Solutions, aims to remove a fish migration barrier and address hydraulic and structural deficiencies. The new structure will meet fish passage standards, restore natural stream processes, and improve roadway resilience during high flows and storm events.
